This is the southern facade of the art museum Alte Pinakothek which contains a famous collection of paintings and pictures of the old masters. The building was heavily damaged in the second world war and has been rebuilt in the 1950s. The rebuilt parts can easily be recognized and clearly stand out from the original parts of the building. I think that it is mostly a good idea to leave the scars of war as a reminder, as I think are monuments like the Völkerschlachtdenkmal. Hopefully some day humanity will no longer need to build monuments to remember yet another war.
